Remove any fat and nerves from the meat. Cut into 2-inch cubes (crossways so the meat will fall apart more easily).
Boil the meat in a pot with water and the bay leaf until it is tender. Leave to cool and shred the meat. Finely slice the peppers and cut the onions in rings. Fry together with the garlic, then add the vegetables, tomato and cumin. Add the meat, then cover with the same water that the meat was cooked in, and leave to boil until the liquid has virtually evaporated.
Serve with some tomatoes and the frijoles.
